Financing the Africa We Want

Report Summary

The Foundation’s 2025 Forum Report brings together the data first published in its 2025 Facts & Figures with the main outcomes of the Ibrahim Governance Weekend, held in Marrakech, Morocco, from 1 to 3 June 2025.

Its four chapters cover the post-aid era, domestic financial resources, Africa’s natural assets and attracting investment. The report argues that Africa must own and define its financial agenda, grounded in governance, accountability and regional integration.

Beyond the Aid Era

Mo Ibrahim’s foreword notes that foreign aid had represented less than 10% of African countries’ income on average.

Domestic Resources First

The report calls for curbing illicit financial flows, strengthening tax systems and directing African sovereign and pension funds towards local and regional investment.

Natural Wealth, Local Value

Africa is home to 30% of the world’s mineral reserves, and the report urges moving up the value chain beyond the extractive model.

Governance as the Foundation

The last of its five pillars of consensus calls for institutional reforms to improve transparency and public accountability.

We Will Not Bow to Fear: Pride Around the World in 2025

Report Summary

Outright’s sixth annual Pride Around the World report records where and how LGBTIQ communities marked Pride in 2025, a year of state crackdowns, funding cuts and political hostility.

Drawing on 122 survey responses from 59 countries and 30 interviews with activists, it includes eight case studies, among them Budapest, where Pride went ahead after parliament banned it.

Pride in 101 Countries

Public Pride or LGBTIQ visibility events took place in 101 of the world’s 193 UN member states in 2025.

Pride Beyond the Capital

In at least 66 countries Pride was held in more than one city, among them Palapye, the first public Pride in Botswana outside the capital.

Wealth, Trust and Philanthropy

In conversation with Alliance’s Elaine Stabler, for the magazine’s 30th anniversary feature “Giving through time”, Hosh reflects on wealth, responsibility and the conditions under which philanthropy can build trust.

A quarter of the way through the 21st century, he argues, society’s systems and institutions still reflect the prejudices of the 20th. The answers to the world’s hardest problems already exist; what is missing is the will to act on them.

Wealth Carries a Responsibility

Because wealth rests on the opportunities and work of others, it owes opportunity in return. He asks wealth to recognise the systems and opportunities that helped make it possible.

Trust Is Built, Not Bought

Trust grows through shared goals and a continuing relationship. He argues for giving rooted in partnership rather than transaction.

Courage Means Protecting People

Philanthropy can shield the vulnerable and help a society face down fear.

Be a Catalyst, and Know the Limits

Philanthropy should take risks, support experimentation and back new ideas, and complement public institutions rather than attempt to replace them.

Africa’s Health Financing in a New Era

Report Summary

This Africa CDC concept paper responds to what it calls an unprecedented financing crisis in African health, driven by a 70% decline in official development assistance from 2021 to 2025.

It notes that only three countries, Rwanda, Botswana and Cabo Verde, have consistently met the Abuja target of allocating at least 15% of national budgets to health, and sets out a plan phased to 2030.

Emergencies on the Rise

Public health emergencies rose 41%, from 152 in 2022 to 213 in 2024.

Three Pillars of Financing

The plan rests on more domestic financing, innovative financing such as solidarity levies, and blended finance with the private sector.

Targets to 2030

Its second phase, 2026 to 2030, targets 50% domestic financing in at least 20 countries.
